The war in Ukraine has had a profound impact on local governments, which play a crucial role in providing essential services and protecting citizens. Although local governments in Ukraine differ in many respects from the Nordic model of municipalities, there are still good reasons to ask whether the experiences gained from operating under wartime conditions can offer important lessons for preparedness and resilience in Nordic local governments. This is a question we intend to explore in this one-hour session.
The main guest speaker is Associate Professor Oleksandra Keudel from the Kyiv School of Economics. She serves as Vice Dean for Science in the Department of Social Sciences and is the Founding Director of the Center for Democratic Resilience at the Kyiv School of Economics (KSE). Her research and outreach activities focus on strengthening societal resilience in democratic societies facing contemporary authoritarian challenges and hybrid threats.
