The purpose of the project is to investigate how competence is developed at local NAV offices.
A deeper insight into competence needs, learning processes, and how competence is developed will serve to strengthen the support provided at local NAV offices.
The project has been initiated and is funded by the Ministry of Labour and Inclusion, in collaboration with the Norwegian Association of Local and Regional Authorities (KS) and NAV. The final report is scheduled for spring 2026.
Knowledge and competence are fundamental to the demanding mission of NAV. It is therefore essential to gain systematic insight into employees’ perspectives and experiences related to competence development, in a work environment characterized by complex cases, digital transformation, and time pressure.

- What are perceived as the competence needs at the local offices, and do these vary between municipal and state employees?
- How is new knowledge acquired, and how does employees’ educational background interact with the competence development taking place at NAV offices?
More about the project
The project builds on previous surveys conducted in 2011, 2015, and 2018 at approximately 110 local NAV offices across Norway. Using questionnaires, we mapped changes in education levels, workplace learning, and perceived competence among employees.
The 2025 survey will include both previously used and newly developed questions to analyze changes over time and differences between offices. In 2025, we will also explore issues related to recruitment of new employees, and the discussion of competence needs within the framework of local partnerships.
Employees’ experiences and perspectives are crucial for the development of knowledge and competence at the local offices.
The data will be analyzed using descriptive, bivariate, and multivariate statistics to identify patterns and trends. The results will provide insight into how competence development occurs and how it impacts the work and service quality of NAV offices.
