The goal of UPSTREAM is to contribute new knowledge on whether child neglect and abuse can be prevented through broad social policy instruments, such as cash transfers or family services.
The project starts from the observation that many individuals who have been in contact with the child welfare system experience poor life outcomes later in life, despite substantial use of welfare services.
This suggests that it may be valuable to examine what can be done further ‘upstream’ in the chain of events to prevent harm from occurring in the first place.
