Lecturer and researcher in public policy and administration. My most recent publications deal with:

- Participation and governance in the local community: about the political and social roles of neighbourhood associations (in Norwegian 2013)

-Challenges from an ageing population in Norway, Latvia and Lithuania (2014)
- From pre-Weber to post-NPM: Administrative reforms i Norway and Latvia (2016).

Participates in EEA financed project on citizen participation in Kaunas, Lithuania.
Participates in EEA financed project on openness and transparency with NGOs in Romania.
