About
Biao He is currently a Ph.D. candidate in the Johan Skytte Institute of Political Sciences, University of Tartu. He is also a junior research fellow for the project “H2020 ERA Chair in E-Governance and Digital Public Services (EcePs).” Since 2021, he has joined CEDIC – Research Center for Digitalization of Public Services and Citizenship, Oslo Metropolitan University, as an external member and visiting research fellow. Before starting his Ph.D. project, he worked as a full-time research assistant at Oslo Metropolitan University for the “Sino-Norway Welfare Policy Dialogue” project funded by the Royal Norwegian Embassy in Beijing, from 2020 to 2021 September. His current Ph.D. research focuses on digital divide issues that vulnerable groups suffer from using e-governance and other digital public services and how the government adopts and implements policy instruments to bridge the digital divide in Chinese and European contexts. His research interests include e-governance, digitalization of public services and the impacts, multi-level governance, policy-making and implementation, accessibility of digital public services, disability, and other social welfare policies. Biao He has a dual bachelor’s degree background in Social Work and Economics from Nanchang Hangkong University, China. In 2019, he was awarded his master´s degree in Applied Social Sciences from Oslo Metropolitan University, Norway.

Sino-Norway Welfare Policy Dialogue (SINOPO)
The aim of SINOPO is to help solve the problem of poverty among persons with disabilities in China. The project focuses on labour market inclusion, accessibility and the development and provision of assistive devices.
