Biao He is currently a researcher at Oslo Metropolitan University. He has a strong interdisciplinary academic background, holding a dual bachelor’s degree in Social Work and Economics from Nanchang Hangkong University, China, from 2011 to 2015, and a master’s degree in Applied Social Sciences from Oslo Metropolitan University, Norway, awarded in 2019. He holds a doctoral degree in Political Sciences from the University of Tartu, Estonia, since June 2026.
Before starting his Ph.D., Biao worked as a full-time research assistant at Oslo Metropolitan University for the “Sino-Norway Welfare Policy Dialogue” project, funded by the Royal Norwegian Embassy in Beijing in 2020 and 2021. He has continued to actively engage in international research projects during his doctoral studies. He served as a junior research fellow for the EU Horizon 2020 project “ERA Chair in E-Governance and Digital Public Services (ECePS).” Currently, he works as a researcher for the EU Horizon project “SWINS—Sustainable Well-being Through Investment in Social Services”.
His research interests encompass digital accessibility, digital divide, e-government, policy implementation, local governance, disability policy studies, and impact evaluation of broader public and social policies. His academic works have been published in peer-reviewed journals such as Transforming Government and Local Government Studies, and by reputable publishers such as Oxford University Press. His doctoral research focuses on the accessibility issues of e-government applications and how government agencies respond to and implement relevant accessibility policy initiatives to improve accessible e-government service delivery for digitally vulnerable groups.
