Rebecca Schmidt har doktorgrad i rettsvitenskap fra European University Institute, en LLM i International and Legal Studies fra New York University, og 1. statseksamen fra Universitetet i Heidelberg. Før hun begynte i sin nåværende stilling, var hun postdoktor ved Norsk senter for rettsinformatikk (ved UiO) og Assistant Professor in Law (tenured) ved School of Law and Government (ved Dublin City University). Hun har også hatt forskerstillinger i Irland, Canada, USA og Israel.
I sin forskning undersøker Rebecca et sentralt trekk ved globaliseringen, fremveksten av regulering utover staten. Hun fokuserer på fremveksten av transnasjonalt regulatorisk samarbeid mellom offentlige og private aktører, og spesielt samspillet mellom ekspertisedrevet privat regulering og mer tradisjonell politisk autoritet i transnasjonale regulatoriske nettverk på flere nivåer. Monografien hennes 'Regulatory Integration across Borders' er utgitt av Cambridge University Press. Nylig har Rebecca begynt å fokusere på regulering av nye teknologier. Her undersøker hun samspillet mellom offentlig (spesielt EU-nivå) regulering av roboter og AI-systemer med privatutviklede reguleringsregimer (som finnes i internasjonale tekniske standarder, bransjekoder, samt beste praksis).
