Borch er utdannet sosiolog ved Universitetet i Oslo og tok sin doktorgrad (Ph.D.) ved Universitetet i Helsinki om pengespill og spilleproblemer i hjemmet. Borch er i dag ansatt som forsker 1 og forskningsleder for gruppen Forbrukerpolitikk og -økonomi ved Forbruksforskningsinstituttet SIFO. Ved samme institutt leder hun også satsningsområdet "Inkluderende Forbruk" med fokus på forbrukerbarrierer blant personer med nedsatt funksjonsevne og innvandrere. Hun ble ansatt ved SIFO i 1994 og har siden den gang jobbet med en rekke tema, blant annet ansvarlig forskning (RRI), kjøpestopp, fedme, matsikkerhet, energiforbruk i hjemmet, julegavegiving, forbrukerkunnskap blant unge, økonomisk likestilling, digitale medier og barn og reklame.
